In the harriscountyhwmraw.txt file, the hwm is given in ft. 
In the IMEDS_harris_ike.f90 program, the hwm was converted to
meters using the conversion 1 ft = .3048 m. This same conversion was
used in the IMEDS_harris_tc_ike_runup.f90 program.

Note that the information in harriscountyHWMraw.txt
was extracted from the excel file Harris County_IKE_HWM Table 1-15-09.xls. 
Also, the information in the harriscountyHWMrunup.txt was taken from 
the excel file Harris_County_Texas_city_HWM.csv.

The time that is displayed in the output for IMEDS_harris_tc_ike_runup.f90 
is a generic time because of the lack of knowledge of the exact time when the observations
were made at each station.
