Notes on FEMA/URS data for LA/Ike

   Talked to Emily Dingra who told me that the Gustav/Ike COMBINED data has still not been released
   She noted that the HWM were taken after Ike and are marked as being Ike south of I10 anyway.
   We have a request in for the data to chris_hodyl@urscorp.com
   Emily noted that in the west part of the state the HWM truly do reflect Ike based on eyewitness account.   
   In the east part of the state this is of course uncertain.
   Note that Bob Jacobsen (Taylor) reported flooding the interstate I10 near Laplace LA during Ike, not Gustav!!
   So we will have to sort this all out.

   ! We still need to get a final report from FEMA

   This data was given to us Steve Fitzgerald from Harris County Flood Control
   (Fitzgerald, Steve (Flood Control) <Steve.Fitzgerald@hcfcd.org>)
   He obtained it from URS and Emily Duingra confirmed that as of 2/20/2009 this
   was the latest data

   ! We still need to get a final report from FEMA

The file FEMA_HWM_Ike.txt is different from FEMA_HWM_for_Ike.txt because it is formatted
correctly to be read by URS_IkeTX.f90.

!!Do not delete FEMA_HWM_Ike.txt!!

The file URS_LA_Ike_HWMcomb.txt combines the data from the other URS_LA_*.txt files. 
Done for simplification of reading the file into URS_IkeLA.f90.
